ToCSS was removed a while ago. Replaced with call to css.Sass

The 'Verify inclusive writing' check failure is a pre-existing CI configuration issue (GITHUB_TOKEN not set) and is unrelated to this change. The only modification is the one-line resources.ToCSS → css.Sass fix. |
