this change simply add the new code, while the previous mechanism, i.e. the vendoring of libjpeg, is still used. (cherry picked from commit 05daea6)

Both on Windows and macOS/Linux. This is necessary not to have subtle misconfigurations when dealing with parallelised builds. Inspired by commit 146197b
