This allows a language client to get a list of all active language server projects, and all files included in them.
I worked on this a long time ago, but wanted to open the PR so I didn't forget about it. One downside to this implementation in the master branch is we don't include all files in the program, only those that the bsc program actually knows about. That won't be an issue once #408 merges.
