Requires rightup/pyMC_core#35

This change implements the following necessary to support the Femtofox:

  • Introduce GPIO chip selection
  • Introduce GPIO backend selection
  • Add default Femtofox settings (for SX1262 as LR1121 support may come later)
  • Add support for Python 3.10 UTC in order to reduce footprint by adding Python 3.11 to a Femtofox
