…pability story Both features shipped (#70/#133 and #43/#57/#77) but were never added to the Phased Roadmap's feature index, and the Release Strategy section had no cross-client capability story for either. Adds F23 (Inlay Hints) to Phase 3 and notes the change-annotation extension on F16 in Phase 4, plus a new capability-story paragraph in §5 covering which clients get the richer behavior for each feature.
