update default parameters for steel lifetime

Purpose of this PR

Connected to #2323

To represent the infrastructure lock-in of coal-based steel plants better, we change the default lifetime from 20yr to 35yr (corresponding to a BF-BOF plant being relined once before retiring). While steel plants could technically be retired after 20yr already, this is not financially attractive in most cases.

Combined with the other changes made to the steel module, this change could mean that a bit more coal remains locked in, even in ambitious scenarios. Very ambitious scenarios could switch on some measure of earlyReti for bf and bof.
