This is a cherry-pick of #611
Should fix https://issues.redhat.com/browse/OCPBUGS-70227

This fixes several problems in t-bc clock state metric:

  • race condition in determining the clock type and updates to the associated structures
  • ptp4l metric is decoupled from any holdover logic and reflects the real ptp4l TR port state
