[Symfony73] Skip with @Translate docblock on ConstraintOptionsToNamedArgumentsRector

The Array Item doesn't support preserving comment on reprinting, so it always lost on transformation:

-                    new NotBlank(['message' => /** @Translate */ 'Name is required.']),
+                    new NotBlank(message: 'Name is required.'),

which cause invalid as @Translate is used.

I tried this on our project that used this @Translate annotation.

This PR skip it, ensuring existing functionality works.
