Separate bylaws from Code of Conduct

Addresses issue #54.
Separating our bylaws will:

• Clarify what behaviors are expected at all times and avoid confusion with specific meeting rules
• Eliminate the need for a separate Code of Conduct template, as the general Code of Conduct can now be adapted into projects as-is.
• Make it easier for external contributors to understand our Code of Conduct, as RPI-specific bylaws may not apply to them.

Note that changes have been made, but these were previously made in the rcos-handbook repository.
