Update to Ruby 4.0.0 final inside the build containers

for both the native host ruby and the cross ruby.

Note this doesn't yet update the testing pipeline, pending:

• docker images
  • 4.0.0 GA timing / expectations docker-library/ruby#518
  • Update ruby docker-library/official-images#20555
• setup-ruby
  • Add ruby-4.0.0 ruby/setup-ruby#844

As written in #181 (comment) release and pre-release ABI are incompatible. So I think it's best to merge #183 with build failures now and rerun tests later when docker image and ruby-setup is released for ruby-4.0.

I'll build and push 1.11.0 now.
