Version bump to 4.0.0 for the agent.json feature set (#21): manifest, sync/status/add commands, stack profiles with MCP bundles, and the finish-setup skill. Major because the package's role changes from one-shot installer to project-level agent config manager (and deps took majors: commander 15, inquirer 14 in #23).
Also fixes package.json metadata still pointing at the old claude-starter repo URL and refreshes the npm description.
After merge: tag v4.0.0 and draft a GitHub release; npm publish stays manual.
