Current eigenfunction loading is inconsistent between gyrokinetic codes, with some codes loading eigenfunctions all the time, whilst others only load eigenfunctions when fields are loaded. This PR changes the behaviour of all codes to only load eigenfunctions when load field is selected, loading them when necessary to calculate quasilinear weights.
