Summary

• Expands the Torghut quant rollout audit after docs(torghut): record quant verify rollout #5935 to include the earlier PR train from fix(torghut): reject stale TA quotes #5910,
  feat(torghut): add route reacquisition book #5918, chore(torghut): promote ws image 0333e762 #5920-chore(torghut): promote live ta image 3300ed68 #5924, feat(torghut): rank route reacquisition repairs #5929, and chore(torghut): promote image 1b4e860a #5930.
• Records the final fix(torghut): preserve executable flat quotes #5931/chore(torghut): promote image abaaf775 #5932 go decision with CI, Argo, workload, TA ConfigMap, risk, and
  rollback evidence.
• Keeps feat(torghut): add profit escrow runtime projections #5412 explicitly no-go until the mandatory large-diff Codex review posts and any resulting
  threads are resolved.
