• Adds the current 08:46 UTC Jangar release pass to the rollout audit note, covering fix(jangar): back off rate-limited watch restarts #5802, fix(jangar): require sealed warrants for swarm launches #5805, chore(jangar): promote image 8036d91a #5808, and chore(jangar): promote image 885368c6 #5813.
• Records final GitOps, workload, image digest, verifier, health, and residual runtime-authority evidence.
• Documents feat(torghut): add renewal bond profit escrow #5412 as still blocked by the mandatory large-diff Codex review gate.
