chore: improve ptpython maintenance path

Summary:

• Add precise type annotations to public helper functions in utils.py and tighten edge-case handling in completer.py for empty/whitespace input paths, plus add unit tests covering those branches.
• Keep the change narrow so it is straightforward to review.

Notes:

• I kept this scoped to the relevant implementation and tests.
