Add documentation for the new porter apply command which allows users to apply porter.yaml configurations from the CLI.

Add docs for porter apply - located at CLI > CLI Reference. Also updates the mint.json for nav purposes.
Getting rid of v1 CLI docs for now, although they'll still be accessible via URL
