Refactors how GitHub Actions instrumentation switches OTLP exporters into “deferred” mode when running under a custom dynamic workflow event, which is used to route telemetry via workflow-level forwarding.
Changes:
- Updates dynamic-workflow logic in config validation to decide when to set
OTEL_{LOGS,METRICS,TRACES}_EXPORTER=deferredbased on OTLP endpoint variables instead of exporter values.
