Adds planetscale-go bindings for getting logs from postgres branchs, specifically useful for agents,
and is needed for the cli.

TODO:

test file
sanity check defaults
streaming (can be a later PR; agents will mostly use static chunks of logs)

fix: integration test lint errs
fix: golang package comment linter
feat: get logs from postgres branch
