Description
Updates all SDK packages to support passing policy operations (for now, only "no-force-push") and get signed along with the JWT. Only places that JWT meant to be used for Git pushes are added this option since otherwise not meaningful.

Piggybacked OOTB monospace rendering from GitHub for README and LICENSE.
Test plan
Added unit tests.
Also manually tested JWT generated by all 3 SDK packages with git pull and normal+force push.
