Follow up of #22

Summary

Deploy the plusplus service for PHPMX in a serverless mode with the latest LTS version of Node.js.

Description

Upgrade the code to the latest LTS Node.js version - 24
Upgrade the Docker compose file
Add the local tests to validate that the service is working
Full pipeline of tests and build steps of the service
Set up the GHA deployment to a serverless service
