Our ccache is currently effectively broken. We should fix that before adding more things to cache. I'll try to address it as part of #21172, then we can consider this again (though not in push.yml). |

Adds ccache step for Alpine job. Ccache is already used in the other jobs in
push.yaml. Reduces the time of themakestep from ~4 minutes to ~1 minute when cache hits.
