feat(hugo): Remove blogdown

• Removes blogdown
• Some minor style updates
• Add a snazzy 3d logo to the homepage
• Updates our hugo theme to the latest version
• Restructures hugo theme as a submodule
• adds a working favicon
• bumps hugo version to latest, 1.60.0

known bugs

• rendering Rmds that produce figures isn't handled gracefully. Currently this only affects the members and workstreams page, which used to have nice profile pictures. After re-rendering the Rmd, those might need more attention.

Hi @dgkf! Thank you for going through the effort of removing blogdown. I hope this simplifies our work, assuming we'll be pushing out more blog posts/case studies/etc. than before and need a more frictionless way to get people involved and contributing.

I've surfed the rendered site from this PR and see nothing concerning. Regarding the page where our team photos are not existing anymore, I will think of how to better approach this in the future. Before, it was heavily reliant on R code that we can probably simplify anyway—or even rethink if team photos made sense for the website given I did not receive any from anyone before.

From my end, I am good with merging and having this be the published site.

Honestly, I think Jaxon has a better handle on what to expect in the website than I, especially when it comes to verifying all components made the transition. From my perspective, everything "looks good."

However, I would only mention that the 3d logo is "a bit much." lol. Maybe it could be shrunken down a bit. It feels like it's about to punch me in the face. haha, but I guess that's the point of a 3D object.
