This PR adds a pull request template to give better context to reviewers and create a few lightweight reminders for existing development processes.

This looks like a good start to me - the only potential additional checklist item would be to request an initial CoPilot review.

The content/hints in the commented sections are important, but I think they're only visible when the PR is being actively edited, right? I think that's ok, just wondering how this will look when a new PR is created.
