What this PR does / why we need it:
This PR upgrades all dependencies in
go.mod.Kubernetes-related dependencies are updated to support k1.35.
Other dependencies are updated to the latest versions when possible.
Since the latest version of github.com/onsi/ginkgo requires go 1.25 or later, this PR also updates the minimum required go version to 1.25. golangci-lint is also updated to support the latest go version.
