Migrate to turbo v2

Note

This PR is used as a test to migrate to turbo 2 and use the latest workflow to deploy an Azure Function

List of Changes

• Upgrade turbo to latest major version using @turbo/codemod migrate
• Update the deploy_api_app_function workflow to use the web_app_deploy coming from devex, pointing to a SHA that is going to support turbo 2
