For scripting applications with the Windows Powershell there are multiple IDEs available, such as the windows-integrated Powershell ISE (Integrated Scripting Environment) or Visual Studio Code, which is a lightweight and easy-to-use development environment. In this introduction, I will use Visual Studio Code for scripting Powershell because of the good language support and the lightweight design.
