* Over 20% of projects manage passing now ("over 10%" was true but
things are even better!)
* This changes the release process discussion
in a way that I *hope* is much clearer
* Show evidence that we have earned the gold badge and baseline-3
* Provide specific numbers on our releases

Seriously, dog fooding is a good idea. Nothing makes you confront practicality like doing something yourself :-).

See #609 (incubation paperwork). I know I could have just submitted the "graduation" paperwork, but I thought it would be better to submit the paperwork for both incubation and graduation as separate pull requests.
