Move preflight-spec out of preflight-core into its own top-level Gradle build so Orbital can depend on it without pulling in the rest of Preflight (which itself depends on Orbital, creating a circular dependency). preflight-core now consumes preflight-spec via Maven coordinates resolved through Gradle composite builds.
