  1. From GitHub discussion, I found the below as a common issue faced by developers, this PR adds the solution (worked for me and few others as per this discussion) on the docker installation page
  2. Fix numbering

Thanks @SD-13, generally the changes seem fine. Adding @gp201 and @jayam04 for review since they're the Docker experts on the team :)

Maybe better to point them to the relevant section in Troubleshooting.md (https://github.com/oppia/oppia/wiki/Troubleshooting#docker-setup) and compile the troubleshooting instructions there?
