OKD-305: Remove migration code(for runc->crun)

Remove migration code(for runc->crun) in MCO

In https://issues.redhat.com//browse/OKD-294 the migration from runc->crun was introduced for older clusters upgrading from <=4.17. With that change introduced in 4.21, all clusters upgrading to 4.21 will have a crun default, so we can remove this in 4.22.

Effectively reverting #5389
