This commit updates the `README.md` file with corrected instructions for how to build, package, and test the VS Code extension locally. It adds the missing `npm run compile` step, which is necessary to compile the extension's code before it can be packaged.

running the vsce package yielded an error related to this version not being set to 1.106.1 or bigger
