Initial release

• Ability to read parameters from a chargelimiter.cfg file at home folder
• Script will allow charging until the specified limit, then pause charging and intermittently and briefly resume power to check battery level.
• If the charge goes above the limit, the script will increase the pause duration with an incremental backoff strategy.
