Atlascope footprint output, display XYZ tiles url where available

• update the atlascope footprints file output to be formatted as TopoJSON instead of GeoJSON.
  • adds an exception for the detroit file to match the data object name expected in the downstream software
• display xyz link to static files when available
• display presence of xyz tileset in map list component
• fix a bug with a missing import in the s3 utils
