Allow creating
WriteStreamBasesubclasses that only acceptdatetime.datetimeandIntegralNanosecondsUTC, as this will be the semantics of the upcoming rust streaming code (which I'd like to type as a subclass ofWriteStreamBaseto enable easy slotting in to existing streaming codepaths)
