Implements two new AWS plugins
AWS RDS Instance:
This is an infra plugin that allows for defining and AWS RDS instance
AWS RDS Database:
This is a database plugin which creates a new role and database on the specified AWS RDS database instance.
TODO:
Create a new AWS RDS Aurora infra plugin that is also compatible with the AWS RDS database plugin.
