Update driver versions tested against

What does this Pull Request accomplish?

• Update latest_runtime_version_tested_against to reflect the latest deployment of nimibot.
  • Drivers and grpc_device_server were generally updated to the latest released versions. Exceptions:
    • NI Switch Executive not updated, due to system tests failing, last time I tried it.
      • This is due to internal bug 2717750 where NISE is no longer properly creating the Virtual Device at installation
      • I'll attempt to update this driver runtime, separately
