feat: add HaRP support (Nextcloud 32+)

I tested this PR with HaRP by creating a local image and uploading it without sending to Docker Registry - it works.

@edward-ly , will you test this with HaRP or will we merge it as is? (we usually merge it as is, since when all ExApps support HaRP, we can test them directly on the Daily server to see how HaRP works)

Makes sense to me, it might be easier to test this once we make a new release too.
