Summary

Adding missing python dependencies to environment.yml

Changes

• Adding pandas to environment.yml, required to run test/test_main.py
• Adding pytest to environment.yml, required to run python tests in source/bind/python/tests
• Reordered packages alphabetically in environment.yml for easier maintenance

Testing

• Github actions test run without issue
• Tested for missing dependencies from a fresh install using the dockerfile at: https://gist.github.com/btmy87/377425409e69eade584c59d90ea14f85

Compatibility / Numerical behavior

• No expected changes to numerical results
• Expected changes (explain and provide validation)

Notes

• If environment.yml isn't intended to support the development testing workflow, then a case could be made for keeping these out.
• A case could be made for adding m4 to the environment for building the GFE tools on linux, but m4 isn't available on windows as a conda package.
