Update lockfiles with the postcss bump
This manifest change is not accompanied by lockfile updates, so the workspace metadata is now inconsistent (pnpm-lock.yaml importer for apps/next-app-router/next-app-router-4001 and apps/next-app-router/next-app-router-4001/pnpm-lock.yaml still pin postcss to 8.4.38). In this repo, CI/local parity jobs run pnpm install --frozen-lockfile (see .github/workflows/build-and-test.yml and tools/scripts/ci-local.mjs), which will fail on an out-of-sync lockfile before build/test steps run.
