Add CODEOWNERS for automatic reviewer assignment

Adds CODEOWNERS configuration to automatically request reviews from the Skills Over MCP Interest Group.

Changes

• Created .github/CODEOWNERS mapping to teams defined in modelcontextprotocol/access:
  • @modelcontextprotocol/skills-over-mcp-ig - Interest group with day-to-day governance

All PRs will now automatically request reviews from the skills-over-mcp-ig team per the access configuration in PR #56.

@copilot lets actually remove the core-maintainers for now since this group can operate independently and we don't want to just add noise.

Removed core-maintainers from CODEOWNERS. Now only skills-over-mcp-ig will be automatically requested as reviewers (commit dab1eaa).
