Move the C# MCP interceptor SDK from financial-services-interest-group repository to this dedicated extension repo per MCP governance changes. Includes: - Core interceptor library (src/ModelContextProtocol.Interceptors) - Client and server interceptor support - Validation, mutation, and observability interceptors - LLM completion interception support - Sample projects demonstrating usage patterns - Unit tests with comprehensive coverage - .NET 8.0/9.0/10.0 and .NET Standard 2.0 support Co-Authored-By: Claude Opus 4.5 <noreply@anthropic.com>
