Motivation and Context

1. After a maintainer vote, we are transitioning the primitive-grouping-wg working group to an interest group.
   @chughtapan will be the facilitator going forward.

2. The project has 14 high vulnerabilities, so I ran npm audit fix to reduce vulnerabilities to 0.
