Create a data-only PBI report

🛠️ Description

This is an idea I'm testing. Is it easier to publish a single, data-only report, then have all other reports link to the semantic model. The report itself has no visuals and only exists as a mechanism to publish the semantic model.

I don't know if this is the right approach. This is a test. I'd love any feedback from others.
