After upgrading to CoE Starter Kit 4.50.7 (Core) or 3.27.6 (Audit), notification flows may auto-enable and immediately send thousands of governance emails to users based on existing inventory data.

Flows documented for disabling

Audit Components:

  • Admin | Inactivity notifications v2 (4 flows)
  • Admin | Email Managers Ignored Inactivity notifications
  • Request Orphaned Objects Reassigned (Parent/Child)
  • Microsoft Teams Admin governance flows (3 flows)
  • Admin | Quarantine flows (2 flows)

Core Components:

  • Admin | Compliance Details Request eMail (5 resource types)

Disabling these flows stops automatic emails while preserving inventory collection, dashboards, and manual governance capabilities.

Describe the issue

The CoE is sending automatic emails that never used to be sent.

On December 22, our CoE Core Components solution was updated from version 4.50.6 (from Oct 2025) to version 4.50.7 (from the December 2025 release).

On December 23, our CoE Audit Components solution was updated from version 3.27.5 (from Oct 2025) to version 3.27.6 (from the December 2025 release).

Since the updates, the CoE has triggered thousands of emails to be sent to our employees.

The emails include subjects like:

  • "Note from your Power Platform Admin: This flow appears to be unused; can we delete?"
  • "Note from your Power Platform Admin: Submit compliance details for your chatbot"
  • "Note from your Power Platform Admin: Your employees have stale Power Platform objects"

We do NOT want these emails to be sent at this time.

Please advise on how we can still use the CoE but NOT have it send those emails.

Expected Behavior

We would like to continue using the CoE for manual monitoring and management.

We do NOT want the CoE to send automatic emails to the employees that were not sent with the previous CoE versions.

In your environment, some notification and governance flows (such as inactivity notifications and compliance detail request emails) were enabled after upgrading to the December 2025 CoE Starter Kit release (Core 4.50.7 / Audit 3.27.6). Once enabled, these flows immediately evaluated existing inventory and compliance data and began sending emails to end users.

Resolution :
To continue using the CoE for manual monitoring and administration without sending automatic emails, please turn off the following flows.

Step 1: Access the CoE Solutions
Navigate to https://make.powerapps.com
Select your CoE environment from the environment picker
Go to Solutions
Open Center of Excellence – Core Components or Center of Excellence – Audit Components

Step 2: Disable Notification Flows

  • Center of Excellence – Audit Components
    Turn OFF the following flows:
    Admin | Inactivity notifications v2 (Start Approval for Apps)
    Admin | Inactivity notifications v2 (Start Approval for Flows)
    Admin | Inactivity notifications v2 (Check Approval)
    Admin | Inactivity notifications v2 (Clean Up and Delete)
    Admin | Email Managers Ignored Inactivity notifications
    Request Orphaned Objects Reassigned (Parent)
    Request Orphaned Objects Reassigned (Child)
    Microsoft Teams Admin | Ask for Business Justification
    Microsoft Teams Admin | Send Reminder Mail
    Microsoft Teams Admin | Weekly Clean Up of Microsoft Teams environments
    Admin | Quarantine non‑compliant apps
    Admin | Set app quarantine status

  • Center of Excellence – Core Components
    Turn OFF the following flows:
    Admin | Compliance Details Request eMail (Apps)
    Admin | Compliance Details Request eMail (Chatbots)
    Admin | Compliance Details Request eMail (Custom Connectors)
    Admin | Compliance Details Request eMail (Desktop Flows)
    Admin | Compliance Details Request eMail (Flows)
    Admin | Compliance detail request v3

Once these flows are turned off:
Automatic email notifications will stop immediately
The CoE Starter Kit will continue to function normally for inventory visibility, reporting, and manual governance
