Add documentation for unmanaged layer removal during upgrades

Users following the upgrade instructions cannot find the "Remove unmanaged layer" button referenced in documentation. The Power Platform interface labels this button "Remove active customizations" instead.

What is your question?

Hello,

When following the steps to update the COE (https://learn.microsoft.com/en-us/power-platform/guidance/coe/after-setup) we get to the unmanaged layer step. When we navigate to the unamanged layer we do not have an option to "Removed unmanaged layer".
