Summary: Adds three basic metrics to TorchRec for tracking training statistics: 1. **NumPositiveSamplesMetric** - Weighted sum of positive labels 2. **SumWeightsMetric** - Total sum of sample weights 3. **NumMissingLabelsMetric** - Count of samples with NaN labels Differential Revision: D87682101
