Scope
Read-only sibling of PR #379; all 32 immutable private recovery receipts, pinned Master selection and original plan hashes. Produces private CSV and JSON typed source-availability matrix; no original copy, source-truth or model admission.
Measured true receipts
The join independently reconciles shard ledger and source identities; it does not independently hash all original bytes a second time.
Do not merge or promote training targets pending per-asset source courts and legal verification.
