What does this PR do?
Adds an opt-in emoji picker plugin.
This PR adds:
plugins={{ emoji: true }}It also keeps the emoji toolbar control accessible when the kitchen sink
toolbar row is disabled or collapsed, and prevents modal layout shift
when hovering emoji previews.
