As the title says.
This adds SetWindowTitle and SetSubWindowTitle.
It also adds an example that I used to test the functions. Confirmed working for sdl3 rgfw glfw on windows 11.
I'm not really sure how I should name that or under what circumstances. I could refactor that example to only open windows for the enabled backends?
Maybe core_multiwindow_multiplatform should do that too. But either way, for a separate PR.
