Generate raw NIST barcode library and update readme

• Wrote a main.py file to generate and add interval nucleic acid into the barcode library based on required diversity which also follows NIST bc library pattern
• Test validate_barcode.py and generate validate bc files (the optimal gc content is between 0.4 to 0.6)
